Technical Proposal Writing

High‑quality, donor‑aligned technical writing for EU/INTPA, FCDO, GIZ, WB, KfW, ADB and more

I craft clear, competitive technical narratives that speak directly to donor expectations. With deep experience across major multilateral and bilateral donors, I translate complex inputs into coherent, compelling proposals that score well.

What I Deliver

  • Methodology development — designing approaches that are feasible, evidence‑based, and aligned with evaluation criteria.
  • Technical narrative writing — clear, structured, and persuasive content that resonates with evaluators.
  • Synthesis of expert inputs — turning scattered notes, TORs, and contributions into a unified, high‑quality narrative.
  • Strategic Alignment - ensuring that donor priorities are addressed.
  • Red‑team review and quality assurance — strengthening logic, coherence, and donor alignment.
  • Scoring‑aligned content — ensuring every section directly addresses what donors assess.

How I Work

  • Rapid understanding of complex TORs
  • Adapt to the needs of the client. I can contribute to strategy development meetings, but I also have the ability to join mid‑stream and stabilise the writing process
  • Collaborative, calm engagement with you to draw out consortium strengths, win themes, case studies, cross-cutting experience and other technical evidence.
  • Clear, structured drafts delivered on time

The Value for Clients

  • Higher‑scoring, more competitive proposals
  • Stronger technical coherence across all sections
  • Reduced risk of gaps, inconsistencies, or misalignment
  • A smoother writing process with fewer bottlenecks

Understanding Strategic Themes as a Technical Bid Writer

I bring a strong command of the strategic priorities shaping today’s major donors — the themes, frameworks, and policy signals that determine what wins. My writing is grounded in a clear understanding of how donors think, what they reward, and how they expect organisations to demonstrate value, impact, and credibility.

I work confidently across the core strategic themes driving funding decisions for a wide range of donors:

FCDO: Governance and accountability, Open societies, Conflict prevention and stabilisation, Women and girls, Climate resilience, Humanitarian reform.

EU (DG INTPA): Green transition, Digital transformation, Governance and rule of law, Migration, Economic development, Inclusive growth, Human rights.

GIZ: Governance and institutional strengthening, Climate adaptation and environmental management, Sustainable economic development, Social protection and inclusion, Digital transformation, Skills, employment and TVET

World Bank & Multilateral Development Banks: Systems strengthening, Institutional reform, Climate adaptation and resilience,  Private sector development, Service delivery, Economic inclusion.

UN Agencies: Localisation, Protection, Gender equality, Humanitarian, development–peace nexus, Data, evidence and monitoring

Foundations & INGOs: Community‑led development, Equity and inclusion, Climate justice, Youth and livelihoods, Conservation, Behaviour change and social norms

My strength lies in synthesising complex technical inputs, aligning them with donor strategy, and producing writing that is both persuasive and strategically intelligent. This ensures bids are not only well‑written, but positioned to win.

I bring deep, practical experience with EU INTPA’s strategic priorities, programming logic, and evaluation expectations.

Having worked extensively on INTPA bids across multiple regions and sectors, I understand how to translate the Commission’s policy frameworks into clear, credible, and competitive proposals.

My work is grounded in the core themes shaping INTPA’s agenda, including:

  • Green and Just Transition: climate adaptation, mitigation, biodiversity, circular economy, and sustainable natural resource management.
  • Digital Transformation: inclusive digitalisation, e‑governance, data governance, and digital public services.
  • Governance, Rule of Law & Human Rights: accountability, transparency, anti‑corruption, public administration reform, and civic space.
  • Migration & Mobility: addressing root causes, protection, legal pathways, and integrated border management.
  • Inclusive & Sustainable Economic Development: private sector development, value chains, job creation, and skills.
  • Human Development: education, health systems, social protection, gender equality, and youth.
  • Peace, Stability & Resilience: conflict sensitivity, prevention, and crisis response.

I work confidently within INTPA’s structures, from NDICI–Global Europe priorities and Team Europe Initiatives, to policy-first programming, logical framework logic, and evaluation grids. This ensures every section of a bid is aligned with the Commission’s expectations, from methodology and theory of change to cross‑cutting issues such as gender, climate, human rights, and do‑no‑harm.

What I bring to INTPA bids is the ability to:

  • synthesise complex technical inputs into a coherent, EU‑aligned methodology
  • articulate a clear, evidence‑based theory of change that speaks to INTPA’s strategic objectives
  • integrate cross‑cutting themes in a way that feels authentic, not formulaic
  • position the consortium effectively within the EU’s policy landscape
  • write with the clarity, structure, and precision that EU evaluators expect

The result is proposals that are not only technically strong, but strategically intelligent, grounded in INTPA’s priorities, responsive to the evaluation grid, and crafted to maximise competitiveness.
